Hi all,

I read about the ring-road project for reducing congestion problems in
Port Louis in today's l'express. Does anyone have any opinion on the
matter? I have posted my view on my weblog at

IIRC there were plans to make a highway in front of Place D'armes at the
location where Caudan/Port-Louis Waterfonts are now. But now, with the
commercial developments in the region, the project went to the bin.

At present, many people are using the roads through PL to travel from
North to South and back. Tolls/Charging zones will only be a sound
measure if you give these people an alternative route to bypass the high
traffic zone. They should not pay just to go through Port-Louis for a
couple of minutes.

Another option is the LRT (metro leger) but IMHO it won't be here
anytime soon.

Almost half of the population lies between Curepipe and Port-Louis and a
great number of these people commute between these two locations each
day b/c of the still centralised city centre.

The solution is not just to only upgrade our road system but also a
combination of other measures such as decentralising PL.

The problem is not about moving traffic, but rather moving people.

This should not pose a problem since drivers who can prove that they
only transit through could be refunded or given special permits.

That's one alternative I mention on my blog. Implement a toll system and
use the revenue to improve public transportation.

Like controlling traffic entering the city, decentralisation has been
proposed, but nothing concrete has come out of it. It's a shame.

I think you mean that destinations of people should be altered. Moving
people around *is* the problem :-)
